Andrew Cohen is an Associate in Cullen and Dykman LLP’s Energy, Utilities & Regulatory practice. He represents energy and utility clients before the New York Public Service Commission and other administrative bodies, including in complex rate proceedings. He also advises clients on regulatory strategy, administrative law issues, compliance, and energy and utility project development. Andrew brings a multidisciplinary perspective to his practice, drawing on his background in real estate development to inform his work at the intersection of energy, policy, and state and federal regulatory regimes.
While attending Antonin Scalia Law School at George Mason University, Andrew was a member of the Journal of Law, Economics & Policy and served as a law clerk at Earth & Water Law, LLC in Washington, D.C. In that role, he worked alongside partners, including former senior EPA and White House officials, on a broad range of environmental and energy regulatory matters. His experience included matters involving emerging contaminants, PFOS/PFOA-related multidistrict litigation, effluent discharges, water law, environmental torts, administrative challenges to regulatory actions, facilities permitting affecting heavy industry and energy generation, jurisdictional issues, and advising major industry groups and trade organizations.
Andrew also has substantial prior experience in real estate finance and development. He previously held roles with The Community Preservation Corporation and the New York City Department of Housing Preservation and Development (HPD). At HPD, he served as a Project Manager representing the agency in connection with one of the largest housing transactions in New York City’s history. He also clerked at prominent Washington, D.C. and New York law firms, where he worked on regulatory, litigation, and transactional matters involving affordable housing and development.
